Program Assistant (Laboratory)

Introduction

The TB-LON 3 Project is a USAID-funded Award that is a revolutionary program working with communities, facilities and relevant State and National structures to improve access to TB case finding, diagnosis, treatment and notification in Lagos, Ogun, Osun and Oyo States; as well as increase domestic financing for TB and strengthen surveillance and integrated reporting.

The TB-LON 3 Project is implemented by a consortium with Institute of Human Virology Nigeria as the Prime Recipient, Society for Family Health as the Sub-Recipient and other Implementing Entities.

ii: Description and objectives

Under the supervision of the COP, HOD (Lab), DTP, SPO PCT and SLA, the Program Assistant will provide technical guidance to facility and community implementers to ensure the provision of quality TB laboratory services in each of the four states in close collaboration with the National and State TB Programs.

iii. Responsibilities

  • Accountable for the performance of the laboratory activities in the TB-LON 3 project state
  • Provides, develops, oversees, and coordinates innovative strategies, required to strengthen, and improve the efficiency of the TB laboratory networks in the State.
  • Conduct capacity building and on-site mentorship for facility staff on mycobacteriology laboratory work on TB diagnostics including laboratory data management.
  • Strengthen diagnostic networks including supporting elements, such as specimen transport, biosafety, supervision and mentorship.
  •  Ensure optimal GeneXpert, TrueNat, TB LAMP, Microscopy, and other diagnostic laboratory performance (equipment efficiency and maintenance, optimal EQA performance, no service interruptions, adequate stock level, timely lab testing, timely results dispatch, timely and complete reporting etc.)
  • Work closely with the relevant stakeholders to ensure samples are moved from facility and community levels to the testing laboratories promptly with prompt results retrieval.
  • Collate and review facility reports (site visits, monthly/quarterly narrative, data, mentoring and supervision, etc.)
  • Ensure timely submission of laboratory deliverables and reports.
  • Flag and report TB laboratory challenges and follow-up the execution of prompt interventions
  • Maintain effective communication with the IHVN Headquarters Laboratory department.
  • Perform every other duty necessary for the successful implementation of laboratory activities of IHVN.

iv. Required competencies:

a. Core requirements

  1. Demonstrate knowledge of TB Molecular diagnostic Laboratory guidelines and policies.
  2. Excellent personal communication skills in written and verbal English Strong verbal and written communication skills
  3. Advanced computer usage skills with proficiency in Ms. Word, excel and power point.
  4. Ability to work independently and deliver quality work on time.
  5. Good interpersonal skills and ability to work effectively in a team.
  6. High impact influencing and persuasive skills, and able to represent the organization to donors and other stakeholders
  7. Experience in building capacity at individual and organizational levels.

b. Education and experience

  1. The candidate MUST possess a BMLS or its equivalent.
  2. He/she must possess a current practicing license from Medical Laboratory Science Council of Nigeria and should have at least 2 years’ experience working with TB Molecular diagnostic Laboratory.

  1. Introduction

The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.

  1. Background        

The Institute of Human Virology, Nigeria (IHVN) was established in 2004 as a local organization to address the HIV/AIDS crisis in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and that affected by HIV/AIDS but has now expanded its services to other infectious diseases of TB and malaria, including cancers.  IHVN is structured to develop and maintain linkages with local and international organizations in collaborative ways that support the Government of Nigeria’s health sector strategic plans. IHVN key technical and funding partners are the Centers for Disease Control and Prevention (CDC) and the Global Fund to Fight AIDS, Tuberculosis and Malaria.

  1. Scope of Bid

Bidders are invited to submit a Bid for the goods and/or services specified above: Schedule of Requirements, in accordance with this bid.

  1. Invitations to Bidding

IHVN is soliciting for interests from reputable bidders and organizations with relevant experience in carrying out services listed on our ITB during the project implementation period.

To be eligible to participate in the bidding process, interested organizations are required to provide the following information:              

  • Bids must be properly sealed.
  • Availability of a Company profile which should introduce your business’s mission, goals, vision, and history.
  • All Bidders must include copies of tax clearance certificates for the past three years i.e., 2019, 2020 & 2021.
  • Availability of audited financial statements for the last 3 years i.e., 2019, 2020 & 2021.
  • All bidders must provide evidence of at least two similar Jobs made in the past for IHVN or any other organizations. Evidence of previous jobs done should include both Award Letter/LPO/Contract and their corresponding Goods Received Notes/ Certificate of Job Completion
  • All bidders must provide proof of registration with the Corporate Affairs Commission (CAC).
  • Bank Reference Letter.
  • All bidders must indicate their bid validity period. The bid validity period will be 90 days, starting from the date of deadline for submission of the bids.
  • All bidders must submit a bid security in the value of NGN 1,000,000.00 only.

  • All bids must be in ink or type written; submission in pencil will not be accepted;

The flash drive should be passworded and the password shall be contained in the sealed financial bid envelope;
  • All quotations are inclusive of all associated cost for deliveries (loading and offloading, payment of levies etc);
  • Financial evaluation will be based on least cost selection;
  • Bidders must indicate their bids in the bid register before dropping it in our bid box;
  • All bidders must tender to the detail specification as these are sensitive commodities;
  • The corrected price is what will be considered as the bid price;
  • As time is of the essence, delivery of goods shall be within 6 to 8 weeks from the date of receipt of L.P.O by contractor.

Institute Screens 25,000 Women for Cervical Cancer

The Institute of Human Virology Nigeria (IHVN) has screened 25,175 women living with HIV for cervical cancer from 2020 to 2022 and treated more than 700 women with precancerous lesions.

Position Overview 

The incumbent will liaise between IRCE Research Administration unit, and IHVN Grants & Finance department to ensure proper budget management, expenditure tracking & financial reporting of IRCE research projects & IRCE account. This position is responsible for working with the IHVN Finance and Grants department, to support post-award finance management activities in research administration.  

Key Responsibilities 

  • Prepare monthly financial expenditure reports for IRCE projects and IRCE central account. 
  • Liaise with IHVN Grants & Finance department to monitor & reconcile monthly general ledger reports; identify accounting discrepancies and make adjustments. 
  • Prepare and collate Monthly Spend plan and Burn-rate analysis. 
  • Monitor expenditures, account balances, and receivables and perform financial projections. 
  • Ensure proper budget management of all IRCE projects budgets. 
  • Liaise with IHVN grants and finance department, to ensure consistent tracking and documentation of all IRCE projects and IRCE central account expenditure. 
  • Conduct level of effort management vis-a –vis relevant IRCE project budgets 
  • Conduct regular payroll update, reviews and management to ensure consistency with current project activities. 
  • Ensure that all IRCE projects and IRCE account financial transactions are conducted legally & ethically. 
  • Liaise with IHVN Grants –Finance department on one hand and, IRCE Research administration unit on another, on all matters concerning the IRCE project finance and IRCE account management. 
  • Work with the Post-Award Research Administrators to manage and monitor IRCE projects to completion and prepare financial reports for the projects at IRCE. 
  • Lead the preparation of grant reports and analysis for use in planning and decision-making. 
  • Clearly communicate and interpret the financial requirements/guidelines on NOFOs 
  • Perform any other duties as directed by the Research Administration Unit Lead. 

QUALIFICATIONS/EXPERIENCE 

  • Possession of a B.Sc. in Accountancy or Higher National Diploma in Accountancy or related discipline. 
  • Minimum of 3 years post hands-on qualification experience in managing program budget and finances. 
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Access. 
  • Knowledge of accounting regulations and procedures 
  • Experience in budgeting and expenditure tracking  
  • Strong attention to detail and good analytical skills 
  • Professional Accounting qualification of either ACA, ACCA, or CPA is an added advantage.
