Program Officer, TB

As a Principal Recipient of the Global Fund Public-Private Mix grant for TB (PPM), IHVN is leading TB service expansion in the private sector in Nigeria, working with hospitals and community-based entities in 21 States, in addition to providing technical support to the National TB and Leprosy Control Program (NTBLCP) on TB diagnostic infrastructure in Nigeria.
To drive quality and engender global best practices in TB care and treatment in the private sector, IHVN is seeking qualified candidates for the following positions:

Responsibilities

  • Support the program manager and senior program officer in achieving key deliverables of the grant.
  • Collect, collate, and review routine program reports from SRs and 27 DRTB treatment facilities in 26 states and provides feedback.
  • Quality of care assessment and ensuring that patients in all IHVN-supported facilities receive high-quality comprehensive TB/HIV /AIDS care and treatment in line with WHO and National Guidelines across implementing states.
  • Provision of on-site clinical mentoring and technical assistance to the technical staff of DR-TB sites in the country and ensuring that these facilities operate optimally.
  • Monitor the implementation of TB specimen referrals by SRs and collect monthly reports from the states.
  • Monitor the implementation of Nigeria EQUAL TB activities and render administrative and technical support to participating facilities.
  • Participation in regional/National TB PPM meetings and other initiatives as assigned by the program manager.
  • To work with Sub-partner, government agencies, donor representatives, facility/site staff, focal persons, and IHVN staff to effectively manage programmatic challenges.

Skills and Abilities 

  • Good communication (oral and written) and facilitation skills with proficiency in computer programming – Word processing, spreadsheet, and presentation skills are required.
  • Proficiency in data analysis, and good inter and intrapersonal communication skills.
  • Ability to work under pressure to meet organizational targets/goals.
  • Ability to evaluate data and prepare quality reports often under pressure and in complex situations.
  • Being goal oriented with the ability to plan and organize, make decisions, manage time, and practice critical thinking.

Education and Experience

  • A University degree in Medicine. An MPH or additional master’s degree will be an added advantage.
  • A minimum of 3 – 5 years of professional-level experience managing public health and health delivery with emphasis on TBHIV, care and treatment.
  • She/he must have experience working with PEPFAR or GF-funded care and treatment programs. Demonstrated experience in the design, implementation, and management of TB and TB/HIV program and private sector engagement is desirable.
  • Must be familiar with the broad range of TB and TBHIV issues, understanding of the major issues affecting TBHIV with in-depth knowledge of the implementation of TBHIV programs in Nigeria.

Job Description

  • Interpretation of funding/ application guidelines: RFA, RFQ, FOA, NOFO.
  • Meeting with relevant stakeholders towards full participation in writing grant proposals, response to RFPs/FOAs, and completing application forms in the Grants.gov and ASSIST applications.
  • Post-award responsibilities include preparing LOAs and MOUs for partners’/Treatment sites and stakeholders and reviewing contract sub-awards/ subcontracts, including the scope of work, budget, modifications, prior award expenditures, extensions, Addenda to MOU/LOA/Agreement.
  • Preparation and review of Sub-partner financial submissions for conformity with funding guidelines.
  • Preparation of Budget submissions for Grant proposals in line with best financial practices and budgetary principles.
  • Development of funding dynamics for budget submissions of Sub-partners, consultants, contractors, and service delivery facilities.
  • Orientation and mentoring of Regional, State office, and Health facility staff concerning the interpretation of the contents of the LOA, such as Scope of work, activities, responsibilities, reporting, terms of agreements, certifications, budgets, etc., as indicated in the LOAs/MOUs.
  • Liaise with Regional/State staff on one hand and partners and health facilities on another on all matters concerning the Grant and the existing relationships.

  • Attend to the external auditors’ requests regarding Standard Operating Procedures (SOPs), Memoranda of Understanding (MOU) with our funding partners, and Letters of Agreement with implementing partners.
  • Preparation and collation of Monthly Spend plan and Work plan and Burn-rate analysis.
  • Post-award responsibilities include reviewing all grants and contract sub-awards/ subcontracts, including the scope of work, budget, modifications, prior award expenditures, and extensions.

Educational qualifications and skill requirements

  • Bachelor’s Degree or equivalent in Accounting, Economics, and Business.

Experience

Senior Program Officer (Laboratory)

Requirements

The Senior Program Officer will have the requisite TB technical expertise and skilled in TB diagnostics. She/He will be required to provide technical guidance to the TB Reference Laboratories, coordinate and liaise with the relevant stakeholders at the National and State TB Programs.

Academic training: Should possess BMLS or its equivalent with current practicing license from Medical Laboratory Science Council of Nigeria, a Master’s degree in public health or its equivalent

Experience: At least 7-10 years’ experience working with TB diagnostic laboratory

Responsibilities

The job descriptions are as follows.

  1. Perform the following TB diagnostic tests: Genotypic tests (GeneXpert, Truenat, TB LAMP, Molecular Line Probe Assay for 1st and 2nd line assays) and phenotypic tests (TB Culture, Drug Susceptibility Testing) and others as assigned.
  2. Provide Technical Assistance to the other staff at the TB Reference Laboratories
  3. Implementation of Quality Management Systems with the purpose of strengthening of laboratory quality systems including, development of quality manual, safety manual, audits, testing, developing standards operating procedures (SOPs), national documents developed along with NTBLCP Laboratory Team.
  4. Support TB reference laboratories to attain international laboratory standards towards accreditation using of the Global Laboratory Initiative (GLI) stepwise process towards accreditation with other tools and checklist for implementation of Quality Management Systems.
  5. Support NTBLCP on PSM, GeneXpert, TB LAMP, TrueNat and other diagnostics, including Network optimization.
  6. Develop and coordinate innovative strategies, required to strengthen, and improve the efficiency of the TB laboratory networks.
  7. Conduct capacity building on mycobacteriology
  8. Support initiatives to strengthen diagnostic networks including supporting elements, such as specimen transport, biosafety, supervision, and mentorship.
  9. Work closely with the relevant stakeholders to ensure samples are moved from facility and community levels to the testing laboratories promptly with prompt results retrieval.
  10. Collate and review facility reports (site visits, monthly/quarterly narrative, data, mentoring and supervision, etc.)
  11. Flag and report TB laboratory challenges and follow-up the execution of prompt interventions
  12. Perform every other duty necessary for the successful implementation of laboratory activities of IHVN.
  13. Ensure timely submission of laboratory deliverables and report.
  14. Collation/review of GeneXpert QRRIF report/ ensures distribution of cartridges.
  15. Summarize mentoring and supervision reports; collate finalized TB Reference labs deliverables.
  16. Procurement and supply Chain Management of TB laboratory commodities and other TB commodities.

Technical Advisor Scientific Writing (TASW)

Position Overview

The Technical Advisor Scientific Writing (TASW) will provide cross-cutting technical support for research accruing from IHVN SECURE-Nigeria project data. The research focus comprises of baseline assessments, implementation processes and the results of implementation. Hence the TASW will lead manuscript development for identified task within SECURE-Nigeria project. A target of 4 manuscript is expected to be completed by the end of September 2023. Specifically, he/she will lead the process of manuscripts development, as well as management of feedback comments from co-authors and editorial reviewers, until final online publication of articles.

Key Responsibilities

  • Conceptualize research topics and develop draft manuscript(s) within the IPC, AEFI and AFI project.
  • Liaise with the respective IHVN project leads and data analysts, towards development of methods and result sections of proposed manuscript(s), respectively.
  • Management of feedback comments on draft manuscript(s), from co-authors and editorial reviewers, towards development of finalized submission-ready manuscript.
  • Initiation of manuscript submission to reputable peer-review journal, with back-and-forth follow-up until timely online publication
  • Provide timely and adequate technical support on implementation research, to designated SECURE-Nigeria projects.
  • Attend relevant technical meetings and keep unit colleagues updated on research activities and deliverables.
  • Liaise with and provide technical assistance to project leads on project development and implementation, towards improvement in quality of data available for manuscript writing and research publications.

Minimum Essential Requirements:

State Clinical Mentor

Introduction

The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a Department of Public Health division in the Federal Ministry of Health (FMOH). Its mandate is to coordinate the formulation and effective implementation of the Nigerian government policies, guidelines, and standard operating procedures to prevent new HIV infections and improve the existing treatment, care, and support for those already infected and affected by the virus. In collaboration with the USG, NASCP is implementing the first phase of National Clinical Mentoring in the HIV programme in 19 Nigerian States for improved HIV service delivery.
The Institute of Human Virology, Nigeria, (IHVN) in collaboration with SASCP is seeking to recruit qualified persons in Nasarawa and Katsina States to fill the following critical positions necessary for programme implementation in the state as indicated below.

ii: Description and objectives

Under the supervision of the Director of Public Health, the State clinical mentor will provide mentorship to healthcare workers in assigned facilities. S/He is expected to build the capacity of frontline Healthcare workers to provide quality HIV clinical services as part of a comprehensive package of care in both public and private facilities and communities. The candidate must be domiciled in the state and be conversant with the terrain.

iii. Responsibilities

  • Provide on-site clinical training to healthcare workers on HIV treatment according to the national guidelines, including adult and pediatric ART and treating tuberculosis and other opportunistic diseases.
  • Provide training through clinical consultation, assisting local healthcare workers in identifying key bottlenecks affecting patients’ access to antiretroviral therapy (ART) and helping them with direct patient care as needed.
  • Provide continuous medical education (CME), which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
  • Provide health worker capacity-building sessions using various methodologies (including project ECHO, and low bandwidth video conferencing).
  • Assist as requested with facilitating sessions on the weekly ECHO videoconferencing sessions with health workers from various sites in the states.
  • Develop standard operating procedures for HIV clinical care at the health facility in collaboration with the Ministry of Health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms.
  • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines.

iv. Required competencies:

  1. Must possess a degree in Medical Sciences (MBBS or equivalent).
  2. Postgraduate qualification/Masters level training in Public Health, Family Medicine, Internal Medicine, Pediatrics, or Obstetrics will be an advantage.
  3. Must be registered with the Medical and Dental Council of Nigeria and have evidence of current practicing license.

ii.  Experience

  • At least 3-5 years’ experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
  • Must have at least two years’ experience with program planning, assessment, and implementation of HIV clinical care program.
  • Experience in the provision of HIV clinical training
  • Previous experience in HIV-related operational research is an advantage.
  • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
  • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery.
  • Willingness to travel to clinics and hospitals in assigned geographical areas within the State
